The establishment of an Indian Institute of Technology (IIT) in Odisha was a longstanding demand that highlighted the state's lack of centrally funded academic and research institutions. This perceived neglect led to significant protests from various groups, including local activists, the National Students' Union of India (NSUI), and non-resident Indian academics. An organization named Agamee Odisha emerged, leading mass agitation throughout the state, bringing attention to the issue.
Prominent political figures, including Odisha's Chief Minister, Naveen Patnaik, criticized the central government's inaction, portraying it as a sign of neglect. In May 2007, the issue became a major topic in the Indian Parliament, with opposition parties staging walkouts to protest the ruling government's lack of support for Odisha's development. Under pressure, the then Human Resource Development (HRD) Minister, Arjun Singh, ultimately announced the establishment of IIT Bhubaneswar.
Establishment
The announcement to establish IIT Bhubaneswar was made on August 15, 2007, marking India's 60th Independence anniversary. The National Development Council approved the proposal as part of the 11th Five-Year Plan on December 19, 2007.
The formal announcement was made by the HRD Minister on March 28, 2008, and the Government of India designated IIT Kharagpur to mentor the new IIT for its initial years. The Union Cabinet approved the establishment of IIT Bhubaneswar and seven other new IITs on July 17, 2008, at a cost of ₹760 crore (approximately $91 million) each.
The process of registering IIT Bhubaneswar Society began, with formal registration completed on July 22, 2008. IIT Bhubaneswar was the first of the eight new IITs to commence operations, with an initial intake of 40 students in Civil, Mechanical, and Electrical Engineering. Classes for the first batch began at IIT Kharagpur on July 23, 2008, with a total of 95 students.
On June 29, 2012, IIT Bhubaneswar was officially recognized as an Institute of National Importance, following an amendment to the Institutes of Technology Act, 1961.
